Many have already have heard about the sanctions that devastated Iraqi society in the 1990's. But they may still not realize to what extent this was an >intentional< policy of devastation. The United States, claiming it wanted to contain Saddam Hussein, went out of its way to destroy the economy, and to block the entry of anything that would have helped the country rebuild after the first Gulf War. For example, they blocked items required for water treatment and electricity plants , claiming security considerations. This was despite there being UN staff present that could easily have monitored that the items would be used for civilian purposes. These policies resulted in mass impoverishment and epidemics of wateborne diseases, especially among children. This in turn created the conditions that caused the mass destruction of the war.
I think it is one of the most important books of our time.
