Another Signing Statement!
President George W Bush signed HR 4986 and immediately issued another one of his "signing statements."
Must notably was he excluded himself of the responsibility to adhere to sec. 1222:
SEC. 1222. LIMITATION ON AVAILABILITY OF FUNDS FOR CERTAIN PURPOSES RELATING TO IRAQ.
No funds appropriated pursuant to an authorization of appropriations in this Act may be obligated or expended for a purpose as follows:
(1) To establish any military installation or base for the purpose of providing for the permanent stationing of United States Armed Forces in Iraq.
(2) To exercise United States control of the oil resources of Iraq.
Yes, you are reading that correctly. Congress approved funds but said they cannot be used to build permanent bases or to control Iraqi oil resources. Bush immediately issued his signing statement saying he does not have to comply with that provision.

when you click on the link for the bill you will probably get an error. click on the link for bills at the upper-center, type hr 4986 in the appropriate search engine and choose this bill:
National Defense Authorization Act for Fiscal Year 2008 (Received in Senate from House)[H.R.4986.RDS]
then do a ctl+f on "1222" and there you go.
