The War on Drugs: the New War on Terrorism

Increasingly the War on Drugs supplants the Global War on Terror in media attention it gets, e.g., http://www.reuters.com/article/idUSN25429486.
I think this means several things:
The War on Terrorism is feared to be wearing off as a rational for various reactionary objectives.
The new liberal administration are focusing the imperial spotlight back on Latin America.
The War on Drugs is vaster in scope: in the War on Terrorism one is limited to imprisoning and torturing those who can be more or less credibly presented Arab/Muslim whereas anyone (you or I) can potentially be an enemy combatant in the War on Drugs.
All I can say is, It's great to have Democrats in power once again. And we can hardly blame the Bush administration for these latest actions.
